Define a default sync interval and custom sync triggers

| **syncIdLimit** | sets a max syncId for synchronization;
as soon as syncId reaches the limit, a hard sync is performed | ```

`ON_SAVE_CHECKLIST` is causing sync to be done every time when Checklist is saved
`ON_DUPLICATE` is when there is a network hickup, that will cause swift to re-sync again. We advice to always keep this on | ```
