> RUA's are Resource Unit Assignments, which are appointments you can add by dragging/dropping a Work Order out of the WorkBench into the Planning Board of the Dispatch Panel.  
> RUA's are updated in the Dispatch Panel through Last modified Date. Any changes that are made in the RUA will update the Last modified Date. Therefore it will be updated in the Dispatch Panel after every sync. The Sync searches for changes that are made after the last sync. The Last modified date provides this information.
